Special Enrollment Period Process

Now that open enrollment for the Individual market is over, only individuals with a qualifying event will be able to enroll or make a change to existing coverage. This 30-minute webinar will walk through the Special Enrollment Period process and the guidelines for enrolling new customers as well as making changes for current customers.

Broker Training Requirements for Federally-Facilitated Marketplace & Federally-Facilitated SHOP

Take These Important Steps So You Can Sell & Be Paid Commissions for Individual Marketplace (Exchange) and SHOP (Small Group) Business

The Center for Medicare & Medicaid Services (CMS) has announced the mandated broker training requirements for the Federally-facilitiated Individual Marketplace (FFM) and Federally-facilitated SHOP (FF-SHOP).

To participate in the FFM or FF-SHOP, agents/brokers must:

  • Adhere to all state requirements for licensure, appointment and market conduct
  • Complete Marketplace online training (not required if working exclusively in FF-SHOPs but strongly encouraged)
  • Complete the applicable Marketplace Agreement(s)
  • Complete security authentication steps for FFM registration (Individual Marketplace only)

The training requires you to complete two parts:

Part 1 - Medicare Learning Network ® (MLN)

Part II - Federally Facilitated Marketplace User Account

  • Create a User Account at the CMS Enterprise Portal -
  • Complete identity verification through the Enterprise Identity Management (EIDM) System

Training Certificates

You will receive a training completion certificate after successfully completing all applicable exams and Agreements.

  • You will receive a certficate for each curriculum you complete
  • Keep these certficates for your records
  • Please send copies of the certificates to your general agency so that you can be paid your commission for any business you sell on the Federal Marketplace
  • Your General Agency will then forward to certificates to
