 Key Dates for CoOportunity Health

March 23, 2010 The Patient Protection and Affordable Care Act (PPACA) signs into law by President Obama. The law puts into place comprehensive health insurance reforms that will roll out over four years and beyond, with most changes taking place in 2014.
Mid-2010 throughout 2011 David Lyons, former Iowa Insurance Commissioner, convenes a steering committee of public-private leaders to evaluate the feasibility of establishing a CO-OP insurance plan for Iowa. Later, the service territory was expanded to include Nebraska. Work is underway to formulate and define the non-profit organization and develop a business plan and application materials for HHS approval.
October 2011 CoOportunity Health formally submitted its grant application to HHS for participation in the federal loan program for CO-OPs.
December 2011 The Department of Health and Human Services (HHS) publishes the final rule and federal operations announcement (FOA) for CO-OPs.
February 21, 2012 HHS announces that CoOportunity Health was one of seven CO-OPs approved for low-interest loan funding. In March, three more CO-OPs were approved to close the initial round of grant awards.
February 2012 CoOportunity Health begins executing its business plan under the leadership of three founding Directors: David Lyons, CEO; Steve Ringlee, CFO; and Cliff Gold, COO.
February 2012 CoOportunity Health announces two strategic business partners to support the operations of the CO-OP.

  • HealthPartners (Minneapolis) will support key insurance operations including membership enrollment and eligibility, claims administration, customer service, and medical management functions.
  • Midlands Choice (Omaha) will support all aspects of provider network management.
Throughout 2012 & 2013 CoOportunity Health will build out all aspects of the CO-OP non-profit entity and test operational readiness.
By or no later than October 1, 2013 CoOportunity Health will begin marketing insurance plans to individuals and small businesses.
January 1, 2014 CoOportunity Health is fully operational; insurance coverage begins for enrollees,
January 1, 2014 CoOportunity Health participates in the Iowa and Nebraska Affordable Insurance Exchanges (if operational) or a federal Exchange.
